Not Even Past

The Refugees of ’68: The U.S. Response to Czechoslovak Refugees during Prague Spring

Fifty years ago Soviet tanks rolled through the streets of Prague.  Soviet and Warsaw Pact forces entered Czechoslovakia on August 20, 1968, and within two days occupied the entire country. The Soviet Union and its allies had decided that the reformist experiment, “socialism with a human face,” in communist Czechoslovakia was too dangerous, and might provoke a wave of democratization across the Eastern Bloc. When the tanks came in August 1968, thousands of Czechoslovaks were abroad in western Europe and the U.S., taking advantage of recent visa liberalizations to go on vacation and do business. Once it became clear in the days after the invasion that the “normalized” regime would return to the old days of communist repression and isolation, many decided not to go home, instead opting to seek asylum where they were. Before long the U.S. and its allies were beset by refugees from Czechoslovakia, fleeing the imposition of what would become one of the most brutal, authoritarian, and isolationist regimes in the Communist Bloc. How did the U.S. and its allies respond to this wave of political and economic refugees?

This story begins with a telegram sent from the U.S. mission in Geneva, Switzerland, to Washington D.C. sometime in August after the invasion. The telegram notes the presence of “several thousand” Czechoslovak citizens abroad. It then requests instructions from D.C. on how to handle the situation, as most of these citizens are expected to seek asylum. It also recommends that the U.S. commit up to $100,000, nearly three quarters of a million dollars in today’s money, in order to “insure needs [of] asylum seekers [are] adequately met.” The main concern of the message was not to keep people out or send them back to Czechoslovakia, but to meet the needs of the refugees, presumably granting as many of them asylum as possible.

A couple of weeks later at the start of September, then President Lyndon Baines Johnson exchanged a flurry of memos with his advisers, in particular Walt Whitman Rostow. A staunch anti-communist and right-wing economist, Rostow advised the president, in a memo dated September 4 to allocate $20 million (about $145 million adjusted for inflation) to pay the costs of “reception, interim care and maintenance, resettlement processing, transportation, [and] integration.” He also notes that the refugees will be shared out among American allies, including Canada, Australia, the United Kingdom, while Germany and Austria will take the majority, indicating that there was significant international cooperation on this issue. Most interestingly, Rostow appeals to “our national heritage, our traditional humanitarian role, and our foreign policy interests” to make the case for accepting and resettling refugees. This rhetoric obviously stands in stark contrast to contemporary attitudes and policies in many of these same governments. Rostow also prepared a draft statement for the President that would have had the President saying “I declare that our doors are open as they always are to those who seek freedom.”

However it seems that this statement was only the first draft, and subsequent drafts toned down the “open door” message substantially while still stating that the U.S. government will still make provisions for the “orderly entry, in accordance with our immigration laws, of those Czechoslovak refugees who desire to come to the United States.” Nevertheless, the administration confirmed that they would spend money to process and resettle Czechoslovak refugees.

While the current administration has adopted a violently combative stance in reaction to migration into the United States (including not only policies implemented at the U.S.-Mexico border, but also the blanket ban on travelers from several predominately Muslim countries), fifty years ago the U.S. government was planning to spend a significant amount of government funding to process and accommodate refugees from Soviet-style communism. The President’s advisors explicitly argued for this policy not just on cynical, “Cold Warrior” grounds, but also out of a sense of American history and tradition. Johnson and his advisors saw this policy as the American thing to do to welcome refugees fleeing violence, at least in the context of the Cold War in Soviet-dominated Europe. The contrast between these two events highlights how important contemporary politics are in shaping responses to humanitarian crises. During the Cold War, the U.S. and its allies was generally willing to welcome anyone fleeing from communist regimes throughout Eurasia. Finally, it also highlights the fact that migrants and refugees from some parts of the world are treated with greater sympathy by the U.S. government than people from others.

Searching for Armenian Children in Turkey: Work Series on Migration, Exile, and Displacement

Editor’s Note: To accompany this year’s Institute for Historical Studies theme and the theme of our film series Faces of Migration, Not Even Past will be showcasing a series of posts featuring graduate students working on topics related to migration, exile or displacement.

Nearly every historian can attest to the fact that working in the archives can lead you down unexpected paths that provide tantalizing, and often frustratingly abbreviated, glimpses into areas outside of their usual research. I had such an experience with a file that had the innocuous name “Near East Refugee Aid” one afternoon at the United Nations Archive in Geneva.

Near East Refugee Aid (NERA) was the name of a tiny League of Nations program that operated in the early- to mid-1920s. It consisted of only three agents—a director and secretary in Constantinople, and a female case worker based in Aleppo (now in Syria)—and operated on a tiny budget (none of its employees were paid). As I read through the documents in the file, I realized that NERA’s mission was far more specific than its name suggested: to seek out child survivors of the Armenian genocide.

The genocide began with the purge of prominent Armenian intellectuals and political activists by the Ottoman government in the spring of 1915. In the months that followed, the majority of Armenians residing in Asia Minor were rounded up and sent on forced marches toward the city of Deir ez-Zor, located in the Syrian desert along the Euphrates River. The vast majority of deportees never arrived, having been shot or hanged, or starved or frozen to death. Those few who managed to survive the trek found that almost no arrangements had been made to provide housing or other supplies for them once they arrived in Syria.

Estimates of the number of victims vary wildly. The Armenians claim over 1.5 million dead. While most historians—including a number of Turkish academics—recognize the events of 1915 as genocidal, the Turkish government does not and offers a revised death toll of around 700,000 (not coincidentally equal in number to the estimated Turkish civilian casualties during the war).

The documents in the NERA file complicated the usual polarized narrative of Turkish barbarism and Armenian suffering, and made the already tragic story even more heartbreaking.

NERA’s agents were looking for the children of Armenians who had been taken in by Turkish families. In some cases, Armenian parents left infants and toddlers with Turkish neighbors, coworkers, and friends who offered to take them in as deportation orders were issued. Other children were given away en route—sometimes, tragically, even sold—as their starving parents foresaw their own fates and desperately sought any chance for their children to live.

NERA’s mission was to find these children and, in the language of the Christian missionaries who staffed the organization, “to rescue them from Islam.” NERA’s reports laid out a narrative of victimhood: the children had been stripped of their identities, given new names, raised as Turkish speaking Muslims, forced to suppress their Armenian identities.

When NERA agents arrived in a town or village, some of the Turkish families came forward in hopes that their foster children might be reunited with their families, but others were quite reluctant to do so. It was unclear from the file what other methods NERA’s agents used to identify children suspected of being Armenian (neighborhood gossip appeared to be one source of information). Children would be summoned for an interview with a caseworker and an Armenian speaking volunteer. Since many of the children had been infants at the time and did not remember the Armenian language, more elaborate methods might be used. Children who could recognize traditional Armenian lullabies, for example, were assumed to be of Armenian origin. Once “recovered,” the children would be taken to a group home in Constantinople or Aleppo, until arrangements could be made to send them to relatives in Greece, France, or the United States.

While in some cases—usually those of children who were abandoned during the death marches—they had been treated as servants and never really considered part of the family, the opposite seemed to be true for those taken in by friends and coworkers in the child’s home town. However, NERA’s agents appeared to completely reject the idea the children might have formed a bond with the only family they had ever known. Some did not know they were not the natural born children of their Turkish parents. Tears and protestations of the Turkish parents at having the children taken away were usually dismissed as parlor tricks. In several cases police intervention was necessary to remove the children from their homes.

It was clear from the documents that the situation, which was represented by NERA as morally black and white, of rescuing Armenian children from “duplicitous” Turks, was far more complex in many cases. The traumatic effects on these children were clear from the file, although unrecognized at the time by the case workers on site. Some became violent and had to be restrained or sedated. A handful fled from the group homes and were eventually declared “lost.”

Frustratingly, the children’s stories contained in these files ended once they left Turkey. The file contained no information about what happened once they were reunited with relatives. Whether they fared well; if they kept in contact with their Turkish foster parents; or if any had eventually come back to Turkey to visit or live remains a mystery.

NERA’s work was short-lived, and came to an end toward the end of the 1920s, having successfully reclaimed just over one hundred children with relatives and, biases aside, provide a fascinating glimpse into the aftermath of the genocide. Several scholars (see note below) have begun working on the issue of Islamized Armenians living in Turkey after the genocide, and are contributing to a more nuanced analysis of what has become one of the most polarizing historical debates of the 20th century.

Sanctuary Austin: 1980s and Today

Civil war and unrest have triggered a global humanitarian disaster without parallel in recent history. In June 2015, the United Nations High Commission for Refugees reported that the number of refugees and internally displaced people had reached its highest point since the Second World War. Violence in countries like Iraq, Syria, Afghanistan, Somalia, and Sudan has forced more than 60 million men, women, and children from their homes. One in every 122 people worldwide is a refugee or an internally displaced person (IDP). More than 9.5 million Syrians, roughly 43% of the Syrian population, have been displaced since 2012. The majority of asylum seekers have re-settled in Turkey, Jordan, and Lebanon. Yet a rising tide of virulent xenophobia has inflamed much of Europe and the United States.

Texas has opposed President Obama’s plan to grant asylum to 10,000 Syrian refugees in 2016. Nearly half of all Texans support banning non-U.S. Muslims from entering the country and more than half support the immediate deportation of all undocumented immigrants now living in the U.S. Last December, Texas Attorney General Ken Paxton filed suit against the Obama administration to block the relocation of refugees from Syria to Texas. Governor Greg Abbott has vowed to use next year’s legislative session to punish “sanctuary cities,” a loose term describing municipalities that refuse to cooperate with federal immigration authorities. One Austin-based non-profit organization is leading the charge to defend Texas’ refugees.

Casa Marianella is a transitional shelter for refugees and asylum seekers in East Austin. It emerged during the Sanctuary Movement, a religious and political campaign that provided safe-haven to refugees fleeing civil wars in Central America during the early 1980s. At its height, the Sanctuary Movement comprised a network of 500 religious congregations that provided shelter and legal counsel to Salvadoran and Guatemalan refugees. Advocates acted in open defiance of U.S. immigration law. Over half a million Guatemalans and Salvadorans arrived to the United States during the 1980s. The vast majority were civilians fleeing atrocities perpetrated by anti-communist paramilitaries. Yet the Reagan administration, which supported right wing military juntas in their crusade against leftist insurgencies in El Salvador and Guatemala, accepted less than three percent of all asylum applications from those countries. The U.S. government argued that Guatemalans and Salvadorans were “economic migrants” fleeing poverty, not governmental repression. In 1983, the United States granted political asylum to one Guatemalan.

Activists Ed Wendler, Mercedes Peña, and Jennifer Long were members of the Austin Interfaith Task Force for Central America, an ecumenical peace coalition that opposed U.S. military aid to Central America. In the fall of 1985, they lobbied Mayor Frank Cooksey to declare Austin a “sanctuary city.” The city council, under intense pressure from anti-immigration groups, rejected the proposal. Unfazed, the Austin Interfaith Task Force for Central America established a residential space to serve the needs of refugees in East Austin’s Govalle neighborhood. Casa Marianella opened its doors to dozens of Salvadoran and Guatemalan asylum seekers on January 6, 1986. Casa’s namesake honors the memory of Marianella García Villas, a Salvadoran human rights lawyer who was assassinated by paramilitaries in March 1983. She was a close associate of Archbishop Oscar Romero, who was assassinated in San Salvador by state security forces while celebrating mass on March 24, 1980.

Today, Casa Marianella provides shelter and social services to asylum seekers from 28 different countries, including Colombia, Nepal, India, Angola, and Nigeria. The shifting demographics correspond to recent changes in U.S. immigration policy. “It’s much harder to cross the U.S. border from Mexico today than it was thirty years ago,” explained Jennifer Long, current executive director of Casa Marianella.

In 2005, the Department of Homeland Security and the Department of Justice launched Operation Streamline, a “zero-tolerance” approach to unauthorized border crossing. Those caught at the U.S. border in Arizona, New Mexico, and Texas may be subject to criminal prosecution for misdemeanor illegal entry, an offense that carries a six-month maximum sentence. Any migrant who has been deported in the past and attempts to re-enter without authorization can be charged with felony re-entry, an offense that carries a two year maximum sentence. Ninety-nine percent of detainees prosecuted under Operation Streamline plead guilty. Detainees from Mexico and Central America are often placed in removal proceedings.

By contrast, refugees from the Horn of Africa are jailed at ICE detention centers pending the outcome of their asylum cases. This is because the U.S. government cannot deport people to states without recognizable governments. Detainees seeking asylum that ICE determines not to be flight risks or threats to national security can secure release after posting bond. This is how most refugees arrive at Casa Marianella. In 2015, the majority of Casa’s residents came from Eritrea, Ethiopia, and Somalia. Several must still wear ankle monitors, including a father and his young daughter, while they await the court’s decision on their asylum requests.

As one of the last remaining shelters for asylum seekers in the United States, Casa Marianella labors to meet the needs of the country’s swelling refugee population. Last Friday, a deluge of collect calls poured into Casa Marianella from ICE detention facilities in Port Isabel, Pearsall, Hutto, Taylor, and Karnes, Texas. Others called from Krome, Florida, where a federal judge boasts a 95% denial rate for asylum seekers. Casa Marianella reserves space for 38 residents but currently shelters 51. Although overcrowded, the organization still manages to assist the majority of its residents and the refugee community at large to secure legal counsel, work, medical care, English classes, and a place to call home. Of the 188 refugees who entered Casa’s adult shelter last year, 92% successfully exited. Casa’s triumph is a testament to the compassion, dedication, and courage of its staff, volunteers, and residents.

Mattias is an asylum seeker from Eritrea. He visited Casa’s office last Friday when I interviewed Jennifer Long. Mattias arrived at Casa last year and has since found a stable job and lives with his family in an apartment in East Austin. “What’s the secret for your success, Mattias?” I asked. “Oh, just walking here,” he replied. “That’s it. Nothing else.”

Now, more than ever, Casa Marianella needs volunteers. Students and faculty with language skills can get involved by interpreting for pro bono attorneys who are working on residents’ asylum cases. For instance, I recently interpreted for an Angolan refugee fleeing sectional violence in Luanda. I also officiated a wedding in Portuguese for an Angolan couple at Casa. Posada Esperanza, Casa’s women and children’s shelter, needs volunteers to assist students with their homework. Others are needed to help prepare and clean up after meals. Finally, join Casa residents and staff from 6-8 pm every last Sunday of the month for “Convivio,” a celebration of community with live music, dancing, and ethnic cuisine.
