Contraception – Letters from French Women, 1960s-70s

In 1967, Radio Luxembourg recruited Menie Grégoire, a well-known journalist and expert on “women’s” issues, to host an audience Q&A program on the airwaves. Radio Luxembourg was a privately-owned radio station; its shows were first produced in Paris and then cabled to and broadcast from Luxembourg.  But the program reached deep into France. By 1970, nearly 2.5 million listeners tuned in to listen to Grégoire, and her program displaced the advice-from-experts programs and old-school family radio dramas that Radio Luxembourg had carried since the end of World War Two. Remarkably for historians, Grégoire saved and classified all the letters her listeners sent the program (nearly 100,000 of them), and she took notes on their telephone calls (around 16,000). Those papers are now in the archives of the Indre et Loire, outside of Tours, in France. Historians who want to work in the collection need Grégoire’s permission to do so and they cannot reproduce any of the letters in their entirety or identify any of the correspondents. But the letters offer a remarkable portrait of France in the years before and after 1968, the more unusual for being focused on provincial France rather than Paris.

Listeners wanted to discuss any number of issues: work, housing (in short supply as the economy expanded), credit and debt, the struggles of family businesses, and everything having to do with sex. They asked about sexual dilemmas and crises, pregnancy, family life, parents or in-laws (helpful intrusive, or both), and children, but contraception and abortion topped the list of women’s concerns. (Men wrote as well: they, too, were and are implicated in fertility and reproduction.) In 1967, the same year that Grégoire began broadcasting, the Neuwirth law made it legal for the first time, to discuss contraception in public – and cautiously opened the door to approving the sale of selected oral contraceptives, IUDs, and diaphragms. The law had overwhelming public support, but met institutional resistance. The Pope struck back with a papal encyclical reiterating the Church’s opposition to contraception, startling public opinion in France and much of the world, which had expected the Church to soften its position. Some pharmacists refused to fill prescriptions for the pill and some doctors were reluctant to write them. Many women mistrusted “chemical” treatments. “Nature will take its revenge,” warned a French senator who had opposed the bill, stoking fear: “No cycle, no libido, no fantasies . . . breasts so painful that they can’t be touched, and psychic (sic) problems thrown in for good measure. And nature’s first revenge is that the partner becomes less interested [. . .]” (Gauthier 1999: 151).

Small wonder that different contraceptive methods and their ramifications loomed so large in the questions listeners sent in to Grégoire’s program. Countless women wrote Grégoire asking where and how they could get a safe and legal abortion – which usually meant going to Switzerland. Grégoire could not provide that information directly, but other listeners often responded by passing on stories of their own experiences. (Abortion would be partially legalized in 1975.)

The letters in the archive testify to women’s fears — of pregnancy, new forms of contraception, their parents, neighbors, or husbands. They also testify to women’s desire for reliable information, to the humiliations of having to depend on doctors for birth control, to the enormous complications that everyday sexual life created and strategies for dealing with them, and to the widespread wish among ordinary women to control their own decisions about reproduction.

 February 13th, 1970:

I am 68, and while listening to you talk about contraception, I can’t help but think that these women are lucky – people are paying attention to them and they dare talk. (Fonds Menie Grégoire 66 J 30)

December 12th, 1967:

“Personal” written on the envelope.

Help me.

I am 17 ½ and like all girls I have my problems. My parents bought a pastry shop and café. We are open every day. I have to hurry home after school to work: wash the dishes, tidy the house, do the laundry, mop the floor, etc. My father works all night, and so he sleeps during the afternoon. My parents never have time: they only have work. They get along very well, but this is not a private life, and certainly not a family life.

[. . .] When I was young, if a pregnant woman came into the store my mother always sent me out — to fetch a broom, or something. They have never explained anything to me. Even last week, when the radio was talking about the pill during the news, my mother turned it off . . . . I can see she is afraid of having this conversation and I don’t want to upset her. (66 J 37, 925)

December 12, 1967th:

Letter from a woman 25, who has been married for four years and has a three-year-old girl. That birth was very difficult, and neither she nor her husband wants more children.

[. . .] every month is nothing but fear and anxiety, fear to find myself pregnant for a second time. That’s my life, always worrying about that fear I can’t describe but that gets inside me and makes me look at everything differently. . . . Of course I have heard talk of means of contraception, but I don’t know who to go to. I am ashamed to go to my doctor and tell him my little problems. I’m afraid he’ll make fun of me.  (66 J 230)

February 11th, 1974:

Letter from 45-year old woman.

I’m afraid I am pregnant. We have always used withdrawal. But now my husband is having problems, and so sometimes he isn’t careful. I think you’re going to find me old fashioned . . . . But I have to tell you that we have always dealt with doctors who are quite cold, and we haven’t dared raise the subject. (66 J 231)

December 21st, 1967:

Letter from a regular listener. One of countless stories about extra marital pregnancies and how women and men dealt with them.

When I was 15, I ‘frequented’ a boy one year older. I got pregnant. His parents refused to let us marry. So I had my child, and continued to work on my family’s farm. The boy came back, I got pregnant again, and I agreed to marry him. We lived with my parents. Living with my father was nearly impossible. My husband worked in a bakery, where he worked all night. Since I had two children, I had very little time for him. A combination of that and the “scenes” with my family drove him away, leaving me with my two children. For the next five years, I worked as a maid while my grandmother took care of the children. I only got to come home on the weekends to see them.

[. . .] Then I married a man, a widower with 3 children. We have two children together. I didn’t love him at the beginning but I am learning to. Today many people admire me for marrying a man (who I didn’t love). I have put my life back together. (66 J 37, #932)

December 8th, 1967:

Letter from a 30-year-old.

Please send me the list of the books that you provided during your show last Saturday on sexual education and contraception. Send me the publishers too, so I can order them by mail. Can you include the list from the week before? I wrote down “the pill: yes or no,” but I didn’t get the rest down.

Here’s the problem. [. . .]

I am 30. I have been married nine years. Both of our parents were divorced. This was difficult for me, less so for him.

I am shy. I got married. We had our first child, a daughter. A sunny household. [Ménage sans nuage.] Then my health started to fail. I have thyroid problems and irregular periods. [. . .]

In the summer of 1965, fate descended on us. We didn’t want a child and one was coming.

My husband was transformed. He felt betrayed. He closed himself off. . . . I refused all sexual relations. I love him but I am afraid. I gave in once, and when my period was late, I was seized by the darkest fear. It was only my thyroid.

We still have no sexual relations.

I can’t talk about this with my family doctor – he always just wants another baby. When he comes to our house, he asks whether we have “ordered up a little brother for our girls.” I just stand there. I don’t know how to answer him. (66 J 40, #1805)

July 17th, 1971:

Letter from 27 year old, responding to another young woman’s story on Grégoire’s program.

I don’t know how to tell you about this, I’ve never spoken about it (except to my husband).

I got pregnant just before we were married. We went to a doctor who gave me a shot to bring back my period [these were hormone shots], and nothing happened, I was pregnant. Horrible.

[She was the third of five girls, she said. She couldn’t tell her parents.]

My mother has a lot of principles (for her, an unwed mother ‘une fille mere’ is a bitch ‘une chienne’) and she calls herself a Christian. My father is very strict. Everyone knows him in the village, and everyone likes him, but he is completely rigid with his family. When I was working, I wasn’t allowed to go out at night. [. . .]

I had an abortion. That cost us 100,000 francs. I was incredibly lucky to have an elderly nurse who didn’t massacre me. Then I had a D and C.

After that, I used a diaphragm for three years. Then I had a baby.

I hope my child will have a different experience. (66 J 22)

July 5th, 1971:

Letter from a school teacher, married for three years to another school teacher, who is just finishing his military service. She refuses to describe herself in the clichéd terms of women’s magazines. She isn’t “a woman disappointed by marriage” and her husband isn’t “cheating.”

You give such good advice on the radio that I don’t hesitate to write you to tell you my problem.

[. . .] I’m pregnant again and my second baby is going to be born just about a year after the first. [. . .]

I know that lots of women “manage” [‘débrouillent’] as we say, to get rid of a pregnancy that they don’t want. But aren’t they worried about their own lives? I only see one solution – legal abortion done by a doctor, but — where do you go? Who can give you information? There’s a lot of talk about the subject these days, but even so, I think that it is hard for you to find an address for me. I thought about Switzerland. Do you think you could find at least some information? I am only two months pregnant, and I want to do something now. (66 J 228)

May 5th, 1971:

Letter from a woman, 25, married for 7 years. She is unapologetic and angry, and her husband shares her feelings.

I’m writing you about abortion. I am Catholic, though not practicing. So you understand that I would be against, if my case were not so complicated.

I am five months pregnant with my fifth child, and the oldest will be seven years old at the end of the year. I can tell you, if I had been able to find a doctor who would have accepted to give an abortion the right way, I would have been fully willing, despite my principles. But in France there is no possibility, except clandestine and dangerous.

You are going to say that I could have controlled these births. Of course! I took the pill for 18 months, and then something was irregular and I went eight days without taking it and thought I was protected, which only helped me get pregnant.

So I am for abortion in certain cases, though only if under medical supervision. I hope that these Messieurs who make laws will think. I am strong and helped by my husband, and he helps hold me up, but how many other women. [. . .] (66 J 228)

A (Queer) Rebel Wife In Texas

            In 2001, many of Lizzie Scott Neblett’s diaries and letters were published in a volume entitled A Rebel Wife In Texas. The text provides a harrowing glimpse into the desperation, brutality, and minutiae of everyday life in antebellum Texas from the perspective of a landed, slaveholding, Southern wife. Letters written to Neblett prior to her May 25, 1852 wedding to aspiring attorney William H. Neblett, however, lend an entirely different type of insight into the “rebel wife’s” intimate affairs, one that unearths a wealth of decidedly queer complexity.

The bulk of these missives were penned by sisters Sallie and Amanda Noble, childhood friends of Neblett residing at the time in Houston. Much of the correspondence between the Noblewomen and Neblett gestures toward an increasingly sapphic sociality. On September 12, 1851, for instance, Sallie writes to Neblett to divulge that she “was feeling in a funny mood [that] morning [and] could think of no better business than to trouble [Lizzie] with a few of my funny thoughts…I told Amanda a few minutes ago that…I was going to do just as I pleased [and] I did not care what people said [or] thought…Did you ever have such feelings Lizzie?” Noble does not elaborate on just what kinds of things she intended to “do…as [she] pleased,” but later in this same letter, Sallie assures Neblett that despite persistent rumors that she is soon to be wed, “I have not the most distant idea of getting married soon.”

Ten days later, Sallie’s sister Amanda sends Neblett a note inquiring “what [had] become of [the] Angel of a beauty you [Lizzie] described to us some time since. Is she up there [in Anderson] still?” before adding, “I am happy to know that you have some one or two up there with whom you can be intimate, girls I mean.”

While both messages suggest something of a queer kinship between long-time companions, with the Nobles detailing their own disinterest in the prospect of marriage and asking after Lizzie’s Anderson dalliances, Amanda’s letters, in particular, indicate that she and Neblett’s relationship may have constituted what we might now term a romantic friendship. This is evident beginning with Noble’s July 14 admission that “many many have been the times that I’ve wished myself in Anderson with you [Lizzie]—how we would ramble and frolic through the woods—leave our clothes off of us, and many other amusing things, which would be a sunny spot in our lives.”

The tone of Noble’s dispatches becomes more clandestine near the close of 1851. On November 8, Amanda wrote to report that, “when Pa gave me your letter, I was all anxiety to know the contents, so much so, that I could scarcely contain myself. Having hid myself where none could disturb or molest, I sat me down, and there silently and alone communed with my Lizzie.” This desire for seclusion is reflected in Noble’s decision to sign this letter simply “A.,” though similarities in handwriting and content between this and previous writings confirm Amanda as its author. The rest of the missive seems to reveal that the two women have had some kind of falling out. Noble writes “As I perused line after line [of Lizzie’s last communication], thoughts of the past came washing with violence, and in a few moments tears came trickling down my cheeks…It pains me when I think that I ever offended one that I love so much as you Lizzie.” Amanda admonishes her friend to “dwell on the pleasures of happiness we’ve had together” rather than her bouts of temper, and adds that “the past, though [infused] with the bitter, has also its share of the sweet.”

Revisiting her earlier fantasy, Noble tells Neblett that “it appears to me if I were with you that something would quicken my languid imagination. We would ramble over the woods, build fires, and roast potatoes again, and perform many wondrous exploits. Lizzie, I so sincerely wish I were with you, but how I shall get there, I know not…I will not ‘give it up so’—perhaps fate will yet smile on [us].”

It is unclear, though, whether that was to be the case. Shortly after the writing of this letter, Lizzie was wed and embarked on a new, ultimately trying chapter of her life—marked by war, motherhood, violence, and loss. And, despite earlier protestations to the contrary, the years following Lizzie’s marriage found both Sally and Amanda Noble following suit, with the former marrying a John Kennard in 1855 and the latter marrying Henry White in 1856. Years later, however, Neblett still seemed to maintain a nostalgic fondness for the confidantes of her maiden days, journaling of a sick and seemingly dying Amanda in 1863, “she is not long for this world—[but] she ought to live, for she has always managed to extract much sweetness from life.”

The Austin Women Activists Oral History Project

Since 2017, undergraduate students in my postwar women’s history seminars have had the unique opportunity to engage in intergenerational dialogues with women who were student activists at the University of Texas and the surrounding community during the 1960s and 1970s. As part of the Austin Women Activists Oral History Project, they have conducted professional-quality oral histories with roughly 30 white, Mexican American, and African American women who helped transform the UT campus into one of the largest and most significant hubs of student activism in the U.S., and helped invigorate a range of off-campus movements. These women activists agreed to donate their interviews to the Briscoe Center for American History, one of our many partners in the project. For Women’s History Month this year, the Briscoe is launching the Austin Women Activists Oral History Collection, a permanent digital collection that includes audio files, transcriptions, photographs, and additional documents that women have donated.

An extraordinary aspect of this project has been end-of-semester public gatherings at which students have presented their work to the women they interviewed, along with other students, faculty, and staff members from units on campus with which we have partnered. On December 14, 2017, for example, 18 students and most of the 21 women they interviewed came together for a dinner of enchiladas and history. The students’ presentations inspired a remarkable dialogue – not so much a walk down memory lane as an engaged discussion about how to interpret the activists’ own history. Based on footage from that event, Life & Letters media specialists Rachel White and Allen Quigley, at the College of Liberal Arts, produced Fight Like a Girl: How Women’s Activism Shapes History, a documentary film that Ms. Magazine also picked up for its online site.

As rewarding as this experience was, the public event held on May 17, 2019, “Pecha Kuchas and Pastries,” broke away from the format of conference-style research presentations. Students still had to develop their own interpretations of the history discussed by their interviewees, but instead of writing long research papers they created Pecha Kuchas. What’s a Pecha Kucha? It’s a PowerPoint-like presentation comprised of 20 slides (which advance automatically) and 20 seconds of narrative per slide [see links below]. The results might look simple, but they’re challenging for a historian. You have to distill your argument down to its essentials, keyed to images that enrich but don’t distract from your point on each slide. The “Pecha Kuchas and Pastries” public event drew about 40 people, some of whom were already veterans, either interviewees or interviewers from 2017.

This format, which combined visuals and commentary, also provoked remarkable responses, captured on film by History Department videographer Courtney Meador. A Pecha Kucha about struggles by African American women students prompted 2019 interviewee C.T. (Carolyn) Tyler to describe her first semester at Kinsolving, just after the dorm was “integrated,” when she was the sole Black female in the dorm and assigned to what she described as a kind of lean-to shelter in the lobby. For a Black female student to room with a white female, the latter’s parents had to give their permission. Her story prompted 2017 interviewee Linda Jann Lewis to share her own experience as a first-year student in 1965, when she lived in Kirby Hall, a women’s dormitory at 29th St. and Whitis owned by the Methodist Women of Texas. The brochure described Kirby Hall as integrated Lewis remembers, yet the 250 residents included only six Black women, two roommates per floor. Lewis lived in the basement.


Two Pecha Kuchas addressed the origins of “women’s gay rights” and the Austin lesbian community, based on interviews with women who, in turn, brought a few other friends from the 1970s to the event. These two presentations pieced together a history of activism and the creation of the Austin Lesbian Organization, Women’s Liberation, and women’s institutions such as Bookwoman bookstore (still in existence), the Safe Place shelter, women’s music venues, bands, and a recording studio. “I’m proud of my generation,” one woman declared. Emma Lou Linn, a 2017 interviewee, described getting some of the first gay and lesbian protective ordinances in the country passed when she served on the city council. This history was previously unfamiliar to any of the students.

Cynthia Perez, co-owner with her sister of La Peña, a downtown Latino cultural gallery and a 2017 interviewee, initiated another unexpected conversation after watching a Pecha Kucha that delved into Chicano/Black relations at UT. She recounted the inspiration she and other Chicana/os found in Black Power student activism at a time when she was a student at University of Houston before transferring to UT. “We rode the coattails of the Black students,” Perez declared. That perspective persisted when she arrived in Austin and, in 1975, participated in an occupation of the Tower to demand Chicano and African American student and faculty recruitment, as part of United Students Against Racism at Texas (USARAT). Another participant asserted that the antiwar movement at UT brought everyone together. Others vividly recalled a quite different shared experience: the Charles Whitman shooting from the Tower in 1966.

It did not take arm-twisting to convince these women to tell their stories; many emailed back the same day saying they wanted to participate in the project. Collectively, they believe that the history of this activism is crucial for the current generation of students to understand, and are disturbed that it has remained nearly invisible in national narratives of women’s liberation, civil rights, campus antiwar struggles, Black Power, Chicano liberation, gay and lesbian activism, and other movements. For the students, it’s fair to say that these interviews have challenged every preconception they brought to the table based on previous reading. None was aware that in 1956 UT became one of the very first public universities in the South to desegregate its undergraduate student body, but refused to allow Black women students to live in the regular dormitories until 1965, and only after years of protest. Likewise, they did not anticipate learning that the real beginning of the 1973 Roe v. Wade case was not in Chicago or New York, but among students on the UT campus, the flagship university of a conservative state.

The Austin Women Activists Oral History Project – set to become a history capstone course in Spring 2021 – reflects approaches to “experiential learning” encouraged by the UT Faculty Innovation Center (FIC). The FIC, along with proponents elsewhere, delineates several components of experiential learning, including preparation, autonomy, reflection, bridges, and a public face. As a history professor, I understand experiential learning as a form of pedagogy aimed at helping students value their own minds by working both independently and in collaboration with other students to rethink assumptions about history and to create lasting public products with the capacity to influence others. In developing the Pecha Kucha project students had the advantage of both working in pairs on their interviews and Pecha Kuchas, and working independently on papers that focused on the broader historical context of their interviews, and articulated research “problematics” – i.e., what one is arguing, how it destabilizes previous understandings, and why their project matters.

Besides the teamwork in the classroom, the creation of the Austin Women Activists’ Oral History Project represents collaboration with community activists and alumnae off campus, and many units on campus: the History Department, the Briscoe Center for American History, the Nettie L. Benson Latin America Collection, the Perry-Casteñada Library, the Division of Diversity and Community Engagement, the Faculty Innovation Center, University of Texas Captioning and Transcription Services, Life & Letters and the College of Liberal Arts.

A key component, suggested by Anne Braseby at the FIC and Margaret Schlankey at the Briscoe Center for American History, was reflection. In their papers, students wrote about both difficulties and breakthroughs they experienced. Several felt nervous going into their interviews, because they had never conducted an oral history before. One student said she felt frustrated at the lack of scholarship on “black women’s histories at Southern universities, which shows the project’s importance but made the context harder to find.” A graduating senior wrote that he “expected the interview and my research just to be littered with dates and facts, but the reality was that this assignment was full of life and felt important.” At the same time, it “made [him] feel as if [he] had done nothing in my time here as far as activism.” A Mexican American student wrote that her interviewee’s “point of view was very interesting, when she told me that she did not care that the only reason why she was accepted into the university was due to her race and the university’s quota for minority students.” This was “very different to the views that many students have today.” And one of the students who interviewed Erna Smith, who currently teaches in UT’s School of Communications, wrote that “learning about her time at the University of Texas, allowed me to see the campus I walk every day in a new light. Opening myself up to learning this was challenging, as I am often going into projects searching for the answer I want. However, my research and the interview created new questions that allowed me to dive deeper into topics I never realized I ignored in the past.” [Underlining in originals]

Five Sisters: Women Against the Tsar

Why would anyone give up a life of the utmost leisure and privilege to become a revolutionary, isolated from society and hunted by the police? How does an individual choose to become a terrorist – to kill for an idea or an ideology? What country comes to mind when you think about these questions? It is probably not nineteenth-century Russia and you are probably not imagining women in these roles. Yet arguably, modern terrorism was born in the aristocratic manor houses of the Russian empire. This collection of translated memoirs takes us deep into the everyday lives of the girls who assassinated Tsar Alexander II in 1881.

I have taught this book almost every year since I began teaching in 1985, every time I teach my survey of Russian history from 1613-1917. These fascinating and accessible memoirs give us a highly detailed and deeply personal view of the decisions five revolutionary women made on the journeys they took to the revolutionary underground. Vera Figner (1852-1942) is especially thoughtful and reflective about her path from childhood innocence to growing awareness of social and economic inequality on her parents’ estate, to her desire to help the impoverished in her province, to her frustration with her own abilities and government obstacles for personal improvement and social-economic justice. In 1872, at age nineteen, Figner went to Zurich to study to be a doctor so that she could come back and have a greater impact at home serving the poor. But in Switzerland she met radical thinkers and activists who cast doubt on her ideas about individual service and reform. When she and her friends returned to Russia, they decided that the only way to effect change was through revolution, and the only way to bring about a revolution –to spark a peasant uprising — was to assassinate the tsar. Figner was one of the chief agents of that plot, but instead of igniting revolution, the assassination ushered in a period of reaction and repression. Figner was eventually arrested but not executed, which gave her decades in prison to think about her life and write her revealing – and unapologetic — memoirs.

The moral ambiguities of the women’s ideas and actions fascinate my students year after year. Were these young women nothing more than spoiled rich kids with no sense of political realities or were they dedicated realists, taking the only steps possible to transform people’s lives in a country where the government was indifferent to the suffering of ninety percent of the population? How did they understand the moral stakes of their choices? What did they hope to accomplish? How did their lives as revolutionary women compare to those of revolutionary men? And are they comparable to terrorists in the twentieth century and today? The students’ discussion of these questions changes, often dramatically, from year to year, reflecting current events and their current political concerns, which provides its own set of historical lessons, and has the added benefit of giving me a sense of the issues that matter to the succeeding generations of students in my classes.

Whisper Tapes: Kate Millett in Iran by Negar Mottahedeh (2019)

On March 7, 1979, just one day before International Women’s Day, the highly influential American feminist scholar, Kate Millet, appeared in Tehran, in the Iranian Revolution’s afterglow. Invited alongside other prominent feminist scholars and activists to speak at a demonstration organized by Iranian woman activists, Millet was accompanied by her partner and $1,200 worth of recording equipment, but without any working knowledge of Persian. Millett spent her days wandering around with tape recorder in hand, documenting her observations and capturing the voices of protesting Iranian women. After returning to the United States, Millet used her memories and the tapes’ contents to write her 1981 book, Going to Iran. As a result of Millet’s excursion and the subsequent publication of her book, the United States’ media wrongly embraced her as an authoritative figure regarding the Iranian revolution despite her understandable shortcomings as an ally and friend of Iranian women. Mottahedheh’s study of Millet’s visit in Whisper Tapes provides its readers with profound insight into Millet’s travels as an activist, as well as into the liberationist messages of the Iranian revolution.

Whisper Tapes challenges established ideas about the relationship between Iranian women and their Revolution. Carefully separating the rise of the Islamic Republic and the popular revolutionary movement, Negar Mottahedeh works against the major assumptions of western scholarship, where the arrival of the Iranian Revolution and the arrival of the Islamic Republic happen simultaneously and are seen to be one and the same thing. In this western version, the Iranian Revolution is an inherently Islamic revolution, which insisted on an instant curtailment of women’s rights. Mottahedeh works against this assumption by demonstrating how Iranian women saw their demonstrations and protests as a continuation of the Iranian Revolution itself, as well as a continuation of the Revolution’s principles of freedom and resistance to oppression in all forms. Mottahedeh pushes back on portrayals of the revolution as happening overnight, of opposition to Mohammad Reza Phalavi as monolithic, and of an inherently patriarchal protesting populace who betrayed their feminine revolutionary counterparts.

To situate her book and its actors, Mottahedeh places the Iranian Revolution within the context of, and in solidarity with, the Third World, a geo-political concept that dominated the western intellectual thinking at the time of the revolution. Under this principle, revolutionary cultures and thought flourished, and various marginalized groups positioned themselves to defend each other against all forms of exploitation. Western intellectuals’ left-leaning politics naturally aligned them against Iran’s Shah, and similarly influenced the politics of the western feminist circles. Millet and her French contemporaries, such as Simone de Beauvoir and Monique Wittig, who initially declared their solidarity with the Iranian Revolution, were unsettled by the ensuing proclamations of compulsory veiling. As Iranian women took to the streets in protest against these proclamations, their calls to action were widely ignored by the men who stood by their side during the Anti-Shah demonstrations. As equal participants of the 1979 revolution, women were in a sense betrayed by their fellow revolutionaries. Millet and the French identified with the Iranian women in protest, and understood their revolts against Khomeini’s proclamations as a continuation of a larger struggle against the patriarchy.

Mottahedeh revitalizes this story by accessing what Millet could not due to her socially constructed state of “unknowledge” about Iran and its culture. As a result of her lack of knowledge, Millet cannot and does not fully see the movement materializing before her very eyes — but this does not make her experience a counterfeit one. Mottahedeh does not accuse Millet of playing the role of the arrogant westerner here, instead she is treated as a limited observer whose observations were skewed and incomplete. In so many ways, Mottahedeh, a researcher who focuses on various aspects of Iranian resistance and protest, has the expertise and knowledge for understanding the women’s protests that Kate Millet lacked. Mottahedeh’s Whisper Tapes is as much an expansion of her own research as it is an expansion of Millet’s Going to Iran. Mottahedeh’s work does not reject the material of the whisper tapes, it instead contextualizes and broadens Millet’s experience, observations, and recordings. To complete her project, Mottahedeh pulls from many theoretical works, such as Gayatri Chakravorty Spivak and Mladen Dolar but she extracts the majority of her citations from the tapes themselves or Millet’s book about her experiences on the ground. Through this very narrow focus, Mottahedeh is able to remain within the context of the tapes’ spaces and interact with the content of Miller’s tapes more deeply.

When listening to Millet’s recordings Mottahedeh noticed a second, background narrative in the political chanting and hushed conversations in Persian, behind the obvious, intended narrative of Millet’s tapes. Describing these surrounding acoustics as an unconscious layer to Millet’s recordings –whisper tapes — Mottahedeh uses these background voices to frame and inform her analysis of Millet’s visit to Iran. These voices both contradict and clarify Millet’s observations and revive the protestors’ aspirations in a way that complicates mainstream ideas of feminist consciousness in post-revolutionary Iran. Instead of tracing Iranian feminist consciousness to individual (anti-)religious sentiments or as reactions to western influence, Mottahedeh suggests the women’s protests emerged as a continuation of the 1979 revolution that called for planetary freedom and justice.

Whisper Tapes is organized according to the Farsi alphabet, with each “chapter” named after a theme or symbol of the revolution, such as Chapter V, “Servat,” (Wealth) or Chapter XIII “Zan,” (Woman). Although disorienting and disjointed at times, Mottahedeh’s chapters are informed by the tapes’ evidence, which was captured haphazardly and at the mercy of 1979’s technological limitations. However, for Mottahedeh the fragmentary nature of the tapes’ narrative evokes the feeling experienced by listening to the recordings’ “whispered background.”  Furthermore, Mottahedeh inaugurates this account with a section entitled “A Revolutionary Timeline,” where she lays out the revolution’s key dates for a reader’s reference. The introduction and conclusion, titled “Overture” and “Coda,” flank her alphabetically-organized segments, and provide readers with the theoretical, historical, and personal background necessary for digesting the bulk of her content.

Few books resemble Whisper Tapes in its organization, and few studies of the Iranian Revolution so thoroughly and fairly challenge misconceptions born from well-intentioned actions of politically progressive circles. Mottahedeh’s method of listening to the accidental voices of Millet’s background is inventive and produces refreshing scholarship that can be enjoyed, understood, and appreciated by academics and non-specialists together. By revisiting Kate Millet, Mottahedeh accomplishes the elevation and centering of oft-ignored voices.

Kusumoto Ine: A Remarkable Woman in Meiji Restoration Japan

On September 23, 1873, Japan’s young emperor Meiji received tragic news. His consort, Hamuro Mitsuko, had died, five days after delivering a stillborn boy. Sadly, such deaths were not uncommon. The imperial house suffered from high rates of maternal and infant mortality, probably due to some combination of inbreeding and poor diet. Ironically, their elite diet of white rice, unlike the humble Japanese diet of brown rice and millet, led to vitamin B deficiencies and related health problems. One detail of Mitsuko’s labor and delivery warrants special attention, even almost 150 years later. Mitsuko was attended by Kusumoto Ine (1827-1903), Japan’s first female physician.

Kusumoto was an unlikely candidate to serve the imperial house. She was the daughter of a Nagasaki courtesan named Taki, rather than an elite family. Her father was not Japanese, but rather a German physician, Franz von Siebold, who had worked for the Dutch East India Company. Siebold was banished from Japan when Ine was only two. He had exchanged maps with Japanese scholars and physicians, and the shogunate concluded that he was a foreign spy.

By almost every measure, she was an outsider: the mixed-race, illegitimate daughter of a courtesan and a foreigner. Ine’s rise from humble origins to the highest circles of Japanese society was part of the revolutionary potential of Japan in the 1860s and 1870s. For bold and ambitious people like Ine, the window between the collapse of the old order, the Tokugawa shogunate, and the consolidation of the new Meiji state, was a period of possibility. For a relatively brief historical moment, Ine’s intelligence and skill mattered more than her birth status or gender. Ine was “born at the right time.”

In an earlier generation, Ine’s career would have been thwarted by conventional Japanese restrictions on women in the public sphere, as well as the traditional status system. While many Japanese women acquired basic literacy, and some became accomplished poets, women rarely learned classical Chinese, which was central to higher learning. Nor would Ine have been able to transcend her low status. Access to the emperor was so restricted that when the Emperor Nakamikado wished to view an elephant in 1729, the animal first had to be given imperial court rank. And in the early 1800s, the imperial court would not have been interested in a doctor trained in Western medicine.

In a later generation, Ine would have faced different challenges. Beginning in 1868, the new Meiji government instituted “westernizing” and “modernizing” reforms, including new western-style universities. That interest in western knowledge helped advance Ine’s career, since she had learned western-style medicine from her father’s circle of students. But the Meiji government’s westernizing reforms included western-style restrictions on women. Following western models, Japan began to regulate medicine, requiring licensing exams and formal training at recognized schools. But those schools, also following western models, were almost exclusively male. Ine rose to prominence before those restrictions, and she was allowed to continue practicing medicine under a “grandfather clause,” but only as an “old-style midwife” rather than a physician. Thus, the new Meiji government did not liberate women so much as change how it would deny them positions in public life. Viewed from the perspective of Ine’s life, the samurai who “modernized” Japan merely introduced Victorian patriarchal norms to replace Neo-Confucian restrictions.

Much of Ine’s life seems remarkably “modern.” She was an accomplished professional woman who moved in the highest circles of Japanese society. In the 1860s, before serving the imperial house, Ine worked as house physician to the lord of Uwajima. Seeing her treated with respect by the nobility, foreign observers assumed she was of samurai status.

Ine’s family was global and sprawling. She reconnected with her father in the 1860s, after he was allowed to return to Japan, and established a relationship with her half-brothers Alexander and Heinrich, Siebold’s sons by his German wife. Ine chose to raise her daughter, Tada, as a single mother. Tada’s father was Ishii Sōken (1796–1861), one of Siebold’s students and Ine’s teachers. Ine accepted Sōken’s instruction and professional support, but refused to marry him. Her decision likely had a #metoo component: after her mother’s death, Tada reported that Sōken had raped Ine. Ine navigated that fraught relationship with determination, rejecting Sōken’s marriage proposals but accepting his career help.

But Ine’s story also shows the “lumpiness” of history — there is rarely a straight path from “then” to “now.” Rather we find moments in the past that seem more “modern” than recent events. Ine’s story leaps out to us as an example of events from 150 years ago that seem immediate and directly connected to our present moment.

Remembering the Tex-Son Strike: Legacies of Latina-led Labor Activism in San Antonio, Texas

The year 2019 marks the 60th anniversary of the Tex-Son strike, a major labor battle waged in San Antonio, Texas from 1959 to 1963 by mostly Mexican, Mexican-American, and some Anglo women all of whom were active members of the International Ladies Garment Workers Union (ILGWU) Local 180. This strike is important for the history of Mexican Americans, women, and labor organization because it bridged the two other major moments for Mexican and Mexican American labor activism: the Pecan Shellers strike in San Antonio during the 1930s and the other Farah strike of the 1970s in El Paso. Little is known about labor activism strategies of marginalized women in the Southwest during the period in between these two infamous labor organizing efforts. The Tex-Son strike unveils what working women did to advocate for their needs on the garment factory floor during the Cold War period, especially in a historically anti-labor, anti-union state.

The Tex-Son strike was organized by the ILGWU, affiliated for most of its existence with the American Federation of Labor (AFL) and then the AFL-CIO when the AFL merged with the Congress of Industrial Organizations (CIO) in 1955. By the mid-1930s, most of the garment industry moved to the Southwest as the region offered a low-cost labor pool of Black and Latinx workers. This industry transition proved to be complicated for the ILGWU as the union sent Anglo men with little experience in Spanish-speaking communities to represent workers in the Southwest. Eventually, the ILGWU maintained a presence in large cities in Texas, including San Antonio.

San Antonio was home to one of the largest populations of ethnically Mexican people in the United States, which the garment industry exploited for some of the lowest wages in the country. Many working-class ethnically Mexican women in San Antonio were able to obtain positions in the defense industry during WWII, but afterwards were left with slim options besides factory jobs. Tex-Son, owned by brothers Harold and Emanuel Franzel, employed both Anglo and Mexican American women, but were actively outsourcing work to Tupelo, Mississippi where Black women made up a lucrative labor force. In response to an uptick in union membership among Tex-Son workers by the ILGWU, the Franzels produced anti-union literature and warned their workers against signing any union agreements in the fall of 1958, before the strike began. In response, the ILGWU Negotiating Committee sent demands to the Franzels which included better wages and benefits among others.

The work of Gregoria Montalbo was essential to building momentum for the strike. An organizer from Chicago, her main job was to explain to hopeful recruits about the benefits and necessity of a strike against Tex-Son. Montalbo’s role as the president of Local 180 was focused on recruitment prior to the strike as well as working to gain support from San Antonio’s clergy during the strike, appealing to the many workers who were members of Catholic congregations in the city. One of the most committed clergy supporters was Father Sherrill Smith who agreed with Local 180 that San Antonio needed unions in order to create a more equitable work environment for everyone. He played a key role on the picket line and going door to door to recruit more people to join the strike.

The Tex-Son strike was the first to use an ILGWU Chicana lead organizer, Sophie Gonzalez, who became the face of the Tex-Son strike. Gonzalez began union organizing in 1949 after her brother, a union organizer for the Amalgamated Meatcutters and Butchers of America Union, encouraged her to accept a position in the ILGWU. Her presence in local newspapers and on the picket line was an integral piece of the ILGWU’s strategy. She maintained a certain physical appearance that portrayed her respectability as a woman but remained fierce in her communication of worker’s demands to the media and locals.

The very first week of the strike was the most tumultuous in terms of physical altercations between the women and allies on strike, the women who continued to work throughout the strike, and the police. On February 26th and 27th, the women on strike, angered by scab workers being escorted in and out of the factory, began throwing eggs and rocks at strike breakers and getting in physical altercations. The police charged the strikers with rioting and drunkenness, however there was not sufficient evidence to prove that any of the strikers were inebriated while on the picket lines.

The ILGWU also engaged in a propaganda campaign to accompany the strike and boycott of Tex-Son goods. This campaign exploited the dominant ideology of the time about motherhood instead of on the women’s role as economic providers. In doing so, they produced materials such as reproducing checks given to Tex-Son employees next to pictures of their children, effectively communicating the inability to care for a family on such dismal paychecks. Even children participated by handing out balloons to other children entering surrounding department stores with “Don’t Buy Tex-Son Children’s Clothes,” imprinted on them. These tactics, however, were detrimental to the image of strikers as workers, not just mothers.

In the first year of the strike, the ILGWU women gained support from other local unions, such as the International Union of Brewery Workers, and other male supporters who assisted in picket line activities. However, the daily hardships that came along with picketing wore down many of the women who originally joined the strike. Many were forced to seek out other kinds of employment, especially after being blacklisted by Tex-Son, barring them from working at other garment factories. By September 1960, ILGWU strikers began to fear that their leadership was giving up on them, which eventually came to fruition when two months later, the small benefit checks from ILGWU stopped entirely and Gonzalez and other union leaders pulled out of the strike entirely.  After appeals from people like County Commissioner Albert Peña Jr., the AFL-CIO office in Washington, D.C. agreed to continue to fund the remaining 80 women on the picket line. However, morale was already low and a few women complained that Gonzalez’s absence hurt the propaganda strategy. Others, however, complained that her leadership style and charges of opportunism hurt the strike from the very beginning. Ultimately, the strike lost its fervor due to continued violence perpetrated on the women and general distrust and lack of enthusiasm and financial support. By the end of 1962 the ILGWU pulled out of San Antonio altogether. On January 24, 1963, only eleven women were left on the last day at the picket line.

The consequences of an unsuccessful strike were clearly visible;  after the ILGWU pulled out of San Antonio, unionism in the city remained practically absent. Many factories began to mock Tex-Son’s strategy of outsourcing work to the Deep South and across the U.S.-Mexico border. However, the Tex-Son strike is an important episode in the history of ethnically Mexican women’s Cold War era strategies to gaining labor rights for themselves. Blending public and private spheres by challenging the public to support their fight as mothers making ends meet for their families, the women presented locals with a new idea of women’s roles in the realm of labor. The Tex-Son strike also served as a primer of sorts for Texas Chicano Movement activism in the late 60s and early 70s that began to appeal to Chicanas’ racial and ethnic identity and oppression, rather than solely on gender identity and motherhood.

In addition to the historical importance, the strike also connects with current issues such as the recent Mississippi ICE raids at a poultry processing plant. Many observers suggest that the workers were targeted specifically because they successfully unionized and won a law suit against Koch Foods for $3.75 million over sexual harassment, national origin and race discrimination, and retaliation against Latinx workers. Although there are obvious differences between these two events, there are some salient congruencies. Both involved gendered discrimination and discrimination based on race and ethnicity. More obvious though, is the constant threats of violence that Latinx workers face then and today and their vulnerable position in exploitative labor relations. The Tex-Son strike and the unionization of the Mississippi poultry plant both ended in victory and defeat causing families to be uprooted and the loss of important sources of income. The immigrants detained by ICE are facing some of the most horrid conditions in detention and the women of the Tex-Son strike were beaten and chastised on the picket line. As different as the consequences of each are, the women involved share unsatisfactory and even dangerous work conditions alongside gender, ethnic, and national origin discrimination.

Sixty years after the beginning of the Tex-Son strike, Latinx people in the U.S. are still a major source of cheap labor and a punching bag for anti-union and anti-immigrant sentiments. Fortunately, strong labor activist roots for Latinx peoples of all nationalities and races still remain at the core of obtaining equitable working conditions. The Tex-Son strike of 1959, among others throughout the hemisphere, should be remembered as a foundation and lesson for labor activists today as anti-immigrant rhetoric is spewed from the highest bodies of government here and abroad.

White Women and the Economy of Slavery

In 1849, sixty-five “ladies of Fayette County” Tennessee wanted their State legislature to know that a central dimension of patriarchy was failing. In a collective petition, they highlighted the ways that this failure was unfolding and how it impacted the lives of Tennessee women, particularly those who were married or who were soon to be wed. At the center of their petition were “thoughtless husbands” who fell far and short of patriarchal ideals. These men, through “dissipation or improvident management,” created circumstances which compelled their new wives to endure lives plagued by “destitution,” “hardship, and suffering.”

The signatories went on to draw astonishing contrasts between the patriarchs of old and those of a new age, and the ways that these different generations of men treated the women in their lives. The young women they purported to represent entered marriages with “competent estates descended to them from the estates of their deceased fathers,” noble men who accumulated their wealth and property through years of labor, diligence, and frugality. They waxed nostalgic about those hardworking men of their fathers’ generation who hoped to pass the fruits of their extensive and admirable efforts onto their children. Yet, within no more than two years of marriage, they alleged, their husbands had wasted it all. Playing to the legislature’s fatherly sentiments, the Fayette County ladies told its members that the men whom they entrusted their daughters to were inept, thieving failures who stole their fortunes and financial legacies, and left their most vulnerable children in “want and suffering.”

The legal doctrine of coverture and the constraints it imposed upon married women were central to the failures of which they spoke. Coverture provided that when a woman married her assets or wages became her husband’s. If she acquired any property after she married, those assets would belong to her husband as well. In other words, the legal doctrine of coverture robbed married women of their independent legal and economic identities.

These sixty-five Fayette County women challenged the tenets of coverture and asked the legislature to consider whether the elements of this legal doctrine were “based on the principle of equity and justice.” They queried whether it was “right and justice to subject the patrimony of married Ladies to the payment of the debts of the husbands which often exist before marriage.” Their line of questioning made it clear that, in their eyes, it was not.

They called upon the legislature to “devise and enact some Law for the State” whereby “the personal estates of females [would] be placed upon a similar basis as their Real estate, and so protected and secured that it cannot be sold, and taken from them without their consent.”

There was a specific reason why they deemed this “placement” necessary: slavery and the region’s dependency upon it. Slave-owning parents typically gave their daughters more slaves than land, and as a result, slaves were profoundly important to women’s personal stability. These women asked the legislature to protect the kind of property that was worth the most to them, because in light of “peculiar Southern institutions, manners, and customs, it [wa]s in most cases a much greater privation and inconvenience to the married ladies to be deprived of their slaves than of their land.”

The petition put forth by these sixty-five “ladies” was exceptional because of its collective nature, but the arguments and circumstances they laid bare in this document echoed those which married slave-owning women voiced in their homes and communities as well as in the individual bills of complaint they filed in nineteenth-century chancery courts throughout the South. In the not-so-private conversations at home and in their petitions, married slave-owning women throughout the South repeatedly made it clear that their husbands were robbing them of their slaves, squandering their assets, and violating what these women believed to be their property rights in enslaved people.

They explained how they came to own the slaves in question—i.e. whether they were inherited, given as gifts, or purchased—as well as the kind of control they exercised over them. They provided documents such as bills of sale, wills, and deeds to support their claims. With striking candor, they informed family, friends, and judges alike that their husbands came to their marriages impoverished and slave-less. It was women, they argued, who owned the slaves in their households, not their husbands. And when it was necessary, they produced witnesses whose testimony substantiated their assertions. One by one, at home and in court, married slave-owning women throughout the South did what the sixty-five women from Fayette County, Tennessee did collectively; they called upon family, friends, and judges throughout the region to help to secure their ownership of slaves and shield their property from their husbands’ ineptitude and misuse.

White slave-owning women were not the only ones to insist on their profound economic investments in the institution of slavery; the enslaved people they owned and white members of southern communities did too. The testimony of formerly enslaved people and other narrative sources, legal documents, and financial records dramatically reshape current understandings of white women’s economic relationships to slavery, situating those relationships firmly at the center of nineteenth-century America’s most significant and devastating system of economic exchange. These sources reveal that white parents raised their daughters with particular expectations related to owning slaves and taught them how to be effective slave masters. These lessons played a formative role in how white women conceptualized their personal relationships to human property, imagined the powers that they would possess once they became slave owners in their own right, and shaped their techniques of slave control.

These lifelong processes of indoctrination make it clear why some white women did not feel compelled to relinquish control over their slaves to their spouses once they married, why they sought to manage and “master” their slaves, why they felt completely comfortable buying and selling enslaved people, and why they sued their husbands in court over their slaves, too. The ownership of slaves was gendered: white women slave owners played roles in the trans-regional domestic slave trade and nineteenth-century slave markets. And they responded to the Civil War and adapted to its economic aftermath in the ways that were often different from their husbands, fathers, and brothers.

Walter Johnson, Soul by Soul: Life Inside the Antebellum Slave Market (1999) is the most recent and comprehensive study of southern slave markets to date. Johnson examines the interplay between white sellers, buyers, and enslaved people within the context of the slave market and the interstate slave trade.

Steven Deyle, Carry Me Back: The Domestic Slave Trade in American Life (2007) complements Johnson’s study by exploring the ways in which the slave market permeated every town, city, and rural landscape. By doing so, Deyle makes visible how the indifferent calculations of white southerners, and the trauma which these calculations brought about in the lives of enslaved people, occurred far beyond the slave market and often via private sales between members of southern communities.

Edward Baptist, The Half Has Never Been Told: Slavery and the Making of American Capitalism (2016) lays bare the human impact and toll of the slave trade and how the forced migration and labor of enslaved people in the West and Lower South, and the violence white southerners perpetrated against them in order to get them to do that work, proved fundamental to American capitalism.

Daina Ramey Berry, The Price for their Pound of Flesh: The Value of the Enslaved, from Womb to Grave, in the Building of a Nation (2017) studies the actual human cost of slavery via the prices affixed and values assigned to enslaved people from conception to after death. Ramey Berry’s study also reveals that enslaved people developed their own systems of value that forthrightly challenged those imposed upon them.

Black Women in Black Power

One has to only look at a few headlines to see that many view black women organizers as important figures in combating today’s most pressing problems. Articles urging mainstream America to “support black women” or “trust black women” such as the founders of the Black Lives Matter Movement are popular. Publications, such as Time, laud black women’s political leadership—particularly when they mount a challenge to the status quo such as Stacey Abrams’ victory in the Georgia Democratic Governor primary. At the core of these sentiments is the recognition that black women have developed and sustained a liberal democratic politics that is conscious of and responsive to the interconnected effects of racism, capitalism, and sexism and that their approach can offer insight into current socio-political issues. The media often frames these and other women’s efforts as a manifestation of the current political moment divorced from the longer tradition of black women agitators and organizers to which they belong. Many of the black women making headlines today for their work in advancing civil rights and social justice ideals draw from these earlier traditions, including from the Black Power Movement of the 1960s and 70s.

Although often thought of as civil rights’ “evil twin,” in the words of historian Peniel Joseph, Black Power was a diverse and diffuse collection of organizations, activists, and ideas. This movement spanned the political spectrum, states and continents, and stretched into both the grassroots and national arenas. Despite these variations, activists across the globe were united in support of the central pillars of Black Power—black community control, black self-determination, and black self-defense—broadly defined. In the latter half of the twentieth century, a bevy of organizations ranging from the Black Panther Party to the All-African People’s Party supported and advanced these principles.

Black women were at the epicenter of this movement. Some joined national organizations and served in both rank-and-file and leadership roles. Others found a way to enact ideals like community control and self-determination through local neighborhood or welfare rights organizations. Whatever avenue they chose, female Black Power activists were not only vital to the infrastructure of the movement, they also advanced gender-specific interpretations of its governing axioms. Complicating common assumptions about their marginalization in the movement, black women activists fought for more inclusive understandings of Black Power, ultimately causing many organizations to adopt a more radical critique of racism, sexism, and capitalism.

Women in the Black Panther Party exemplified this gender-conscious ethos. Huey Newton and Bobby Seale founded the party in October 1966 in Oakland, California in response to rampant police brutality. However, the Black Panther Party quickly became a collective with a more expansive vision that included defending the black community, developing community programs to increase self-sufficiency, and fostering political education—albeit with a masculinist framing. Women joined the group a year after its founding, participating in all aspects of its programming and endorsing its principles. The first female member, Tarika Lewis, participated in political education classes, attended rallies, and was an artist for the party newspaper, The Black Panther. As the party developed, other women including Ericka Huggins and Elaine Brown joined the group. By the 1970s, Huggins edited the newspaper and Brown ran the party. Indeed, women became Panthers in droves, eventually comprising about two-thirds of the rank-and-file across forty chapters. As they organized, they challenged their male counterparts to rethink their commitment to patriarchal ideas of leadership, activism, and revolution, openly debating sexism within the movement and developing artwork and articles that framed black women as the consummate political actors. Their efforts worked. The Black Panther Party, often thought to be an exemplar of Black Power sexism, adopted more egalitarian polices toward women in both name and practice.

Other women, such as members of the Third World Women’s Alliance (TWWA), chose to engender and re-gender Black Power through what historian Stephen Ward calls, “Black Power feminist” groups. This organization originated as a women’s caucus within the Student Non-Violent Coordinating Committee (SNCC), which, by the late 1960s, advocated for globally-minded, anti-imperialist politics expressed through Black Power principles and positions. As it developed it became a collective of “black and other third world women” fighting “all forms of racist, sexist, and economic exploitation.” Through their newspaper, Triple Jeopardy, members developed an ideological platform and activist agenda that interpreted Black Power principles through this global, gender-specific, and intersectional lens. Articles about anatomy and reproductive rights fostered gender-specific understandings of self-determination; images of black and brown women arming themselves supported a capacious understanding of self-defense. These publications, as well as their collaborations with other Black Power era groups, helped produce more nuanced understandings of Black Power. Their multi-faceted approach to liberation also laid the groundwork for what we now call intersectionality.

Female Black Power organizers’ diverse organizing efforts are visible in activism today. The grassroots networks that progressive candidates like Abrams used to win the primary, as well as her endorsement of universal pre-K and affordable housing, build on the efforts of women such as Huggins and Brown, who dedicated much of their lives to developing capacious forms of community control. More radical organizers, such as the three women founders of the Black Lives Matter movement, carry on TWWA-like traditions of global anti-imperialist solidarity, intersectionality, and black self-determination through self-definition.

My new book, Remaking Black Power: How Black Women Transformed an Era, examines these and other women activists in order to better understand black activism past and present. It centers on black women’s ideas and organizing in order to foreground how they might help us rethink the historical and historic uses of Black Power in addressing all facets of oppression. Understanding the historical activism of black women organizers can reveal new sites of theoretical and organizational possibilities and shine light on the ways that we might move toward different and more equitable worlds today.

Cynthia Attaquin and a Wampanoag Network of Petitioners

Change.org, Ipetition, petitiononline — today, the digital marketplace has spurred the easy distribution of petitions.  While they are significant, modern petitioning campaigns offer a different contribution to public discourse than their nineteenth-century counterparts. For women, people of color, and others who had little access to political movers and shakers, petitioning placed them a signature and postage stamp away from the eyes and ears of legislators. Petitions provided grounds to begin a range of other campaigns and simultaneously created a network of canvassers and petitioners.

In 1842, Cynthia Attaquin and 13 other female residents of the Mashpee, a Wampanoag tribe on Cape Cod, petitioned the Massachusetts State Senate to clarify laws regarding the passage of people of color on railroads. Their petition represented a community of color with very specific motivations and understandings about what can come with organized petitioning efforts.

The text of the petition, likely printed in a widely distributed newspaper, requested the legislature to “pass a law declaring and defining the rights of the people [of Massachusetts] in the use of the means of conveyance furnished by the Railroad Companies… in order that the Officers of said Companies may no longer claim the right to depriving any class of persons the use of any of their cars, on the sole ground of a difference of color…”

For several years in the mid-nineteenth century, Congress established a “gag rule,” immediately tabling all abolition-related petitions. However, the focus of this particular campaign was local, and Attaquin’s was one of sixty sent to the Massachusetts State Legislature in 1842 on the topic of clarifying railroad regulations. In total, 5129 individuals participated in this petitioning campaign (Map 1).

State representatives responded with Senate Bill No. 9 and 10, which proposed to prohibit discrimination on the basis of color on railroads and remove a clause in the state constitution outlawing “intermarriages of different races and complexities.”[1]This campaign is a great example of successful, local mobilization efforts by canvassers, however, it was not unusual. According to Colin D. Moore and Daniel Carpenter, “women canvassers garnered 50% or more signatures than men while circulating the same petition requests in the same locales.”[2] Additionally, as Manisha Sinha and others have argued, people of color were instrumental in advocating for their own social and cultural place in the United States. Native women were no different.

While the campaign itself is interesting, what is more compelling are the signers: the petition submitted by the “women of Mashpee” was signed entirely by women of color.[3] The first signer, likely the canvasser, or the individual who encouraged others to sign, was Cynthia Conant Attaquin, originally from Plymouth. According to 1860 and 1880 census data, Cynthia was married to and lived with Solomon Attaquin, Mashpee’s first postmaster. Their racial classifications fluctuated between “Indian” and “Mullato,” but they were listed as members of the Indian tribe in official reports to the state department responsible for managing the Mashpee. Census data confirms that both Cynthia and Solomon were literate and could speak fluent English, making it even more likely she was the canvasser. Though in their 30s and recently married, both gained social prominence in Mashpee because of their relationship to other high standing elders, particularly, Ezra and Solomon Attaquin, Solomon’s father and grandfather. Familial ties to political and tribal leadership could also explain the involvement of four other Attaquin women in the petition: Betsy J. and Martha (Solomon’s sisters), Desiah (Solomon’s paternal grandmother), and Leah (Solomon’s aunt and wife of Ebenezer Attaquin).

Additional signers included Achsah R. Jones (also spelled Axah), identified in the census as either Black or Indian, Martha Simmons who was 59 at the signing, Ruth Coombs, Ruth Kurt, Ophelia Ceasar, whose family lived next door to Benjamin Attaquin (Solomon’s brother), Sarah (Wickums) Barney, and finally, Abigail (Wickums) Amos, who married either Joseph or Josiah Amos. In an 1858 map of Barnstable County (below), one can note the proximity of “S. Attaquin,” ” J. Amos,” “Mrs. Jones,” “B. Attaquin,” and others just off what is still Main Street facing the Mashpee Pond. (See map 2).

One is left to wonder the motivations of the female actors in this narrative. Seeing as many of them were literate, had they read of the call for petitions in the newspaper or heard tell of an abolitionist circular? Did they see themselves immediately impacted by the cause? And once Cynthia decided to sign her name onto this petition, did she walk down Main Street, stopping at each of her family member’s and friend’s homes convincing them of the potential for positive repercussions? Or did they meet up somewhere, possibly the Indian Meeting House, the parsonage (also on Main Street), or even the Attaquin Hotel? What is certain is the imprint of their participation on the town of Mashpee. Local histories like Earl Mills’s  Son of Mashpee: Reflections of Chief Flying Eagle,  A Wampanoag recall that the legacies of the Amoses and Attaquins remained stamped on the town even after the campaign.[4]

Solomon and Cynthia were known to have opened the famous Attaquin Hotel that often doubled as the town’s post office and that hosted government officials and diplomats. They were also heavily involved in a previous petitioning campaign for tribal rights. The recently married Attaquins were active participants in what would be called the Mashpee Revolt, a peaceful protest in response to unfair exploitation of Mashpee land and frustrations with the guardianship. Led by a Methodist preacher and Pequot Indian named William Apess, a 1833-34 petitioning campaign and protest resulted in the reclamation of Mashpee self government. The revolt’s primary petition from the Wampanoag  contained a total of 287 signatures of men and women living in Mashpee including Ophelia Caesar, Betsey Attaquin, and Martha Simmons. By 1842, Cynthia and others in Mashpee were well aware of the potential in petitioning, and their effort drew on a well-established network of Native American petitioners.

The pattern of Cynthia Attaquin’s petition affirms what many scholars have pointed to, which is firstly, the importance of social networks and kinship ties to mobilization; secondly, the presence of women and people of color writing their own histories; and finally, the importance of indigenous petitioning efforts. Native peoples continue to petition the government. In 2016 a Change.org petition by a 13 year old member of the North Dakota Sioux Tribe to protect waterways on the Standing Rock reservation gathered over 560,000 signatures and this month a petition for the UT Austin Native American and Indigenous Student Space Collective also circulated.  In 1996, Chief Flying Eagle, Earl Mills Sr., of Mashpee summed up the importance of petitions to Native peoples:

Mashpee was different in the past and is still different today from other towns in the Cape. Our presence, the Wampanoags’, and the influence of our culture here, have made the difference. This small community and the United States have gone through similar stages of development. In many ways Mashpee is a microcosm of this country. To understand Mashpee is to understand our society better.[5]
