Fire and Fury: Inside the Trump White House by Michael Wolff (2018)

Donald Trump responded to Michael Wolff’s Fire and Fury: Inside the Trump White House in a predictable way. The President launched an incoherent, childish tweetstorm, labeling Wolff “mentally deranged” and an agent of the “Fake News Media,” which, typically, drew even more attention to the book. Indeed, in the hours after the President’s tweets, Fire and Fury shot to the top of the New York Times’ bestseller list. In his alleged exposé of a scandal-ridden administration, Wolff promised to include everything in this new work, from insider’s knowledge of the frigid marriage between the President and First Lady, to Ivanka Trump’s mockery of “the Donald’s” hair. Fire and Fury proved almost instantly popular amongst an exasperated American electorate, regardless of methodological problems that dominate the work.

Does Wolff’s book merit serious consideration from scholars? Is it an historical account? Fire and Fury does not seem to fit the typical model of a presidential history. Wolff’s work seems most similar to political journalist Joe McGinniss in The Selling of the President 1968. Unlike, say David McCullough’s John Adams and David Herbert Donald’s Lincoln, which rely on meticulous research to evaluate the President’s accomplishments throughout the course of a presidency, McGinnis and Wolff hone in on a few short months at the beginning of the president’s term. McGinniss followed the presidential campaign of Richard Nixon, often seen as Trump’s closest historical parallel. Both McGinniss and Wolff benefit a great deal from their insider’s access and a sensationalist writing style in the midst of presidential scandal.

Even as a work of journalism, though, Fire and Fury defies convention. Wolff often inserts tawdry detail and gossip that would be incredibly difficult to substantiate. While this makes it problematic to verify, Fire and Fury does capture the flavor of White House operations in a way that traditional reporting does not. For instance, it may be hard to verify that Ivanka Trump and Dina Powell tried to convince Trump to take a “presidential stance” regarding human rights atrocities using a PowerPoint of graphic, violent imagery or that Trump then poured over for hours and showed to others, but the inclusion of this gossip gives the reader a window into the character of the President, even if it is based on rumor.

Fire and Fury is especially useful in understanding the flawed cast of characters that vie for control over Trump and his “agenda,” (something Wolff doubts really exists). Traditional media coverage, understandably, focuses to such a degree on the President that his backdrop of enablers, at times, fades into the background. According to Wolff, the failures of the Trump administration can be tied directly to the mismanagement and political infighting of the fools surrounding him, including General H.R. McMasters and Reince Priebus. Throughout Fire and Fury, Wolff contends that the current state of the administration springs from a basic fact of the Trump administration: that the current POTUS never actually wanted to win the presidency. The Trump family, according to Wolff, saw the 2016 election as a grand moneymaking scheme, only seeking to elevate their national profile—and their brand revenues. After his surprise win, Wolff argues, Trump entered the White House particularly unmoored from reality, governed solely by personal impulse and self-gratification. The excesses and corruption of the current administration emerge in startling display and Wolff persuasively shows the collective inability of Washington’s establishment to curb the impulses of the White House.

Wolff suspiciously manages to hit almost all of the mini-presidential scandals that seem to emerge almost daily with the current administration, an impressive feat. For instance, Wolff has a knack for bringing seemingly disparate political moments together. One chapter manages to connect Trump’s frustrations over the situation in Afghanistan and his issues with General H.R. McMasters to the decision to bring in Anthony Scaramucci. In doing so, Wolff creates the breakneck pace of news since Trump’s inauguration and brings the reader into the center of an ongoing crisis in which Trump’s lackeys try to use one crisis to resolve another. Unsettlingly, and predictably, Trump’s messengers seem as overwhelmed as the rest of the American populace.

Unfortunately, Fire and Fury is riddled with methodological problems. Wolff consistently fails to cite sources. Speculation is indistinguishable from on-the-record quotes throughout. Tracing Wolff’s line of argumentation is impossible, because he masks much of his evidence under the guise of protecting sources. Wolff uses this umbrella of protection even when using full quotations from figures like Steve Bannon and Jared Kushner—a highly unorthodox use of journalistic convention. Furthermore, Wolff uses Trump’s ill-preparedness for the highest office in the land as proof that Trump “never wanted to be President.” He ignores the fact that Trump has publicly flirted with the idea of running for president since the 1980s, even discussing it on national television with Oprah in 1988. Whether or not these were sincere ambitions, Trump clearly desired the power and influence that came with the presidency. Wolff’s shortcomings not only dilute his arguments, but bring the rest of his work into question.

The most glaring problem in Fire and Fury is Wolff’s treatment of the President’s connection to white supremacy. Throughout the book Wolff portrays Trump as an incompetent, narcissist, incapable of thinking outside the paradigm of personal vanity. However, Wolff ignores how Trump uses white supremacy to maintain a connection with his most ardent supporters. Look no further than the President’s disgusting comments regarding Haitian and African immigrants that he hoped would play well with his base. Yet, Wolff argues that not only are left-wing accusations of Trump’s racism “hysterical,” but also that white supremacists like Richard Spencer prove “pesky” for the White House. Wolff claims that he only criticized former National Football League quarterback and activist Colin Kaepernick because Trump was annoyed that he wasn’t getting the attention he felt he deserved. Instead of acknowledging proof of the President’s calculated racism and his active connection with white supremacists, Wolff insists Trump merely “tolerates a race-tinged political view.” By hedging his discussion of the racism of the Trump administration, Wolff manages to create an image of the President as an almost entirely impulse driven figure without political calculation. Undoubtedly, impulse and narcissism govern the President. But to depict Trump like this ignores the President’s long history of racism going back to the 1970s, with notable examples including avoiding renting to African-Americans, taking out full page ads in New York newspapers urging for the death penalty of the Central Park Five in 1989, and calling his black casino employees “lazy.”

Wolff calls Fire and Fury “explosive,” but in reality, it validates much of the current speculation regarding the gross incompetence of the Trump administration.  Readers should take caution, however, with Wolff’s portrayal of a child-like President. Throughout most of Fire and Fury, Wolff argues that Trump and his colleagues have no idea what they are doing. But, perhaps the exact opposite is true.

With a sly smile, Vladimir Putin, President of Russia, lets his black Labrador Koni off the leash and it immediately begins to approach German Chancellor, Angela Merkel. Merkel, who was bitten by a dog in 1995, attempts to hide her visible discomfort, lips pursed and legs tightly crossed. Putin, well aware of the effect he created in the German Chancellor, appears smug and amused. The first Putin-Merkel visit in 2006 got off to a rough start. As one of many revealing anecdotes in Angela Merkel: Europe’s Most Influential Leader, political scientist and professor Matthew Qvortrup seeks to introduce an American audience to the woman fondly known in Germany as “Mutti.” Qvortrup’s work remains one of the few English language biographies of “the new leader of the free world.” Serving as the Chancellor of Germany since 2005, Merkel represents the Christian Democratic Union (CDU), the major center-left party in Germany. On September 24, 2017, Merkel won a remarkable fourth term in office, heading off a nationalist surge to maintain control of the German Bundestag, the legislative body at the federal level in Germany. Merkel’s success begs the question: how did a woman, born in relative obscurity in East Germany to a Lutheran pastor rise to become the protégée of Helmut Kohl and arguably the most powerful woman in Europe? Qvortrup, relying on original sources and archives never made available in English, in combination with his powerful storytelling abilities, creates a compelling narrative of Merkel’s rise.
The first half of Angela Merkel details both the solidification of Merkel’s power in the CDU, but also the solidification of Merkel’s “brand.” As she herself would admit, Merkel relies far more on substance and consistency than flashy speeches and charm. Political pundits in Germany and abroad often criticize Merkel as “boring.” She prefers to exude calm, rationality, prudence, and unflappability. For much of her early life, says Qvortrup, Merkel “was not consumed by a passion for dissent,” instead nurturing a deep love of the sciences, eventually achieving a doctorate in quantum chemistry. Qvortrup attributes Merkel’s political awakening to the collapse of the Soviet Union and the process of German reunification. After the fall of the Berlin Wall, Merkel became involved in the new democracy movement through the Demokratischer Aufbruch (DA), which would eventually merge with the East German CDU. Merkel rapidly rose through the ranks, eventually receiving an appointment by Kohl himself as federal Minister for Women and Young People. Merkel’s early years coming up in the ranks of the CDU solidified in her mind the important of grassroots organization, effective team members, and loyalty to the party hierarchy. While Merkel discovered her commitment and passion on issues of capitalist oriented economic development and reunification, Merkel also revealed a political pragmatism many of her colleagues did not initially suspect. According to Qvortrup, Merkel proved perfectly willing to let other members of the party fail if it advanced her own progress. Early on in her career in November 1991, Merkel declined requests to speak out in favor of the Prime Minister of the German Democratic Republic (DDR), Lothar de Maizière, after calculating that his fall opened the door for her career advancement.

The second half of Qvortrup’s work really picks up speed as Merkel, after consolidating power in the CDU, gains control of the chancellorship. Here, Qvortrup launches into the crux of his argument: Merkel’s success, he believes, rests in her unique ability to recognize others’ perceptions of her, and then either reinforce or upend them as needed. This, in combination with her pragmatism, willingness to compromise on the international stage, and promotion of modernization and globalization at home, made Merkel not only popular, but effective. Her sole guiding principle, it seems, is the preservation of European unity with Germany’s preeminent position in it. In Qvortrup’s calculations, Merkel’s handling of almost every major political crisis, from the Eurozone crisis to Russian aggression in Ukraine, reflected her ability to calmly and rationally assess the situation. Her interactions with Putin are perhaps the most famous and powerful example of her rationality. According to Qvortrup, Merkel manipulated Putin’s expectations of her as a matronly, unassuming woman in order to drive concessions out of him, and put herself in his situation. As an East German, Merkel possessed a unique ability to recognize the Russian geopolitical uncertainty. Furthermore, Qvortrup hints at the clear gender politics of much of Merkel’s reign: she not only remains above the fray in the masculine political games of Europe’s male leaders, but she also manipulates their expectations of her.

Qvortrup ends with his most interesting discovery of all: Merkel’s support for refugees represents a stark departure from her usual approach to politics. Merkel, traditionally governed almost entirely by pragmatism and a commitment to a united Europe, finally “discovered an issue that was more important than her own career.” Here, Qvortrup comes full circle to the young girl who grew up in a divided nation, finally finding an issue on which she is willing to expend her political capital and stake her own reputation. Angela Merkel offers an insightful, enjoyable read to those seeking to understand the woman Qvortrup describes as part Mother Courage, part Machiavelli.

Women’s March, Like Many Before It, Struggles for Unity

For those who believe Donald Trump’s election has further legitimized hatred and even violence, a “Women’s March on Washington” scheduled for January 21 offers an outlet to demonstrate mass solidarity across lines of race, religion, age, gender, national identity, and sexual orientation.

The idea of such a march first ricocheted across social media just hours after the TV networks called the election for Trump, when a grandmother in Hawaii suggested it to fellow Facebook friends on the private, pro-Hillary Clinton group page known as Pantsuit Nation. Millions of postings later, the D.C. march has mushroomed to include parallel events in 41 states and 21 cities outside the United States. An independent national organizing committee has stepped in to articulate a clear mission and take over logistics. And thousands of local organizations, many of them formed just in the last month, have already chartered buses to bring demonstrators to the National Mall region, where the march is scheduled to kick off at 10 a.m. at the intersection of Independence Avenue and 3rd Street SW.

Despite its “Women’s March” moniker, the national organizing committee’s striking diversity signals an increasing emphasis on defending “human rights, dignity, and justice,” as the event’s official website states, by unifying across difference. The organizing committee includes four national co-chairwomen—Tamika Mallory, Carmen Perez, Linda Sarsour, and Bob Bland—who are African American, Latina, Palestinian American, and white, and who all have extensive backgrounds as social justice organizers and professionals with local, national, and global experience.

Still, neither the march, scheduled for the day after Trump’s inauguration, nor its organizers can pretend to possess perfect harmony and clarity on the direction of this nascent movement. For example, the initial organizers dropped the original moniker, the “Million Women March,” in response to criticism that it was disrespectful to African American women who had participated in a Philadelphia march by that same name in 1997. The latter had taken place two years after the iconic Million Man March. This year’s initial organizers also faced criticism that the name “March on Washington” failed to show deference to the historic role of black activists in the 1963 March on Washington, recognized as a high point of the civil rights movement. The new national committee explicitly describes its mission as one that builds on earlier movements for social justice.

Such internal tensions are par for the course in the history of marches on Washington, whether they involved racial justice, women’s rights, or political protest. The several thousand women who paraded down Pennsylvania Avenue in the 1913 Woman Suffrage Procession, the day before President Woodrow Wilson’s inauguration, were not as unified as they might have appeared. Participants included immigrant women sweatshop workers, who linked the right to vote to their movement to organize against deadly factory conditions and piecework wages. But noticeably absent from the front of the march were black women’s organizations, who supported the effort but whose participation was spurned by the militant young suffragist Alice Paul, who feared it would jeopardize support from Southern white women. These African American women ended up participating, but they were required to march behind all the other women. All the women who marched down Pennsylvania Avenue stood up to jeers and violence, but they themselves were divided by an ugly racism rooted in political pragmatism.

By contrast, some historic marches on the Capitol demonstrated racial unity against all odds. The largest convergence on Washington prior to 1963 was the 1932 Bonus Army March, which brought together World War I veterans at the height of the Great Depression. In 1924, these veterans had been honored with the promise of an old-age “bonus” redeemable in 1945. But times were desperate, and the men wanted their bonuses early. An estimated 20,000 unemployed veterans hopped freight trains, caravanned in automobiles, or walked to the capital from as far away as California, and vowed to stay put until the government delivered. Their protests placed them in a direct confrontation with President Herbert Hoover. Things came to a head on July 28, 1932, when General Douglas MacArthur ordered soldiers wielding machine guns, bayonets, and tear gas to evict the veterans from their encampment and torch their tents. The debacle, which featured news coverage of government troops attacking unarmed veterans, is thought to have helped Franklin Roosevelt beat Hoover by a landslide that November.

On the surface, the Bonus Army March may appear to have little relevance for organizers of this month’s march. But the gathering was actually a show of unity that brought together both men and women, both whites and blacks. In 1932, not only the veterans but also their wives and children poured into Washington, forming a genuine community. And despite the fact that the U.S. military had maintained racially segregated units during World War I, white and black veterans caravanned to the capital together. For two months, they and their families squeezed in beside one another as their children played between the rows of tents. They experienced MacArthur’s onslaught together, an early demonstration of racial and gender solidarity not unlike what the Women’s March expects to deliver this year.

The Bonus March was still fresh in the minds of another group of protesters, this time comprised only of African Americans, who used the threat of a mass demonstration to pressure the government for racial justice in 1941. It was the eve of the nation’s entry into World War II, and a labor organization known as the Brotherhood of Sleeping Car Porters initiated a March on Washington Movement that threatened to bring 100,000 African American protesters to the capital on July 1 unless President Roosevelt moved to desegregate the military and order an end to racial discrimination in the burgeoning defense industry. Anxious that reports of racial injustice would damage his credibility with the Allies, Roosevelt blinked on June 25, and this march never took place. In the end, Roosevelt failed to desegregate the military; but he did prohibit discrimination by defense contractors, and established a Fair Employment Practices Committee to mediate disputes.

The role of women in this World War II–era movement holds a lesson for the women rising up to oppose Trump’s presidency today. It may be widely known that the 1941 protest was a direct precursor of the 1963 March on Washington. But less well-known is that the full, official name of black union in question, led by A. Philip Randolph, was the Brotherhood of Sleeping Car Porters and Maids. The avid participation of maids, as well as of the union’s Ladies’ Auxiliary, which included porters’ wives, enabled Randolph to up his original participation projection from 10,000 in January of 1941 to 100,000 just a few months later.

Just as significantly, even though Randolph ended up canceling the demonstration, it spawned a March on Washington Movement, with chapters across the country, that persisted until 1946. Women continued as leaders in both the local and national organizations, and drew particular attention to discrimination against black females in the defense industry and other employment sectors. Women organizing this month’s demonstration at both the local and national levels are drawing on the historic organizing role of women—even those who have been forgotten—to create a lasting movement.

Perhaps the most famous march on Washington in the 20th century took place in August of 1963, when a quarter of a million people united to demand black civil rights. The march brought together white liberals who turned out to support African Americans, as well as Puerto Ricans, Mexican Americans, and Native Americans, in an extraordinary show of unity against racial oppression.

Nevertheless, yearly commemorations of this historic march fail to note unsettling backstories involving women leaders, whose important roles have been largely forgotten. Its top organizers, A. Philip Randolph and Bayard Rustin, did not invite a single woman to speak, not even Rosa Parks—despite strong criticism from prominent black female civil rights advocates, including the one woman on the central organizing committee, Anna Arnold Hedgeman. Ultimately, organizers did arrange for six women, including Parks, to sit on the dais and be honored as women. But as the program shows, none of the ten keynote addresses heard that day was delivered by a woman.

Most Americans remember only one: Dr. Martin Luther King Jr.’s famous “I Have a Dream” speech. Often forgotten is the full name of the event: the March on Washington for Jobs and Freedom. Photographs of the event show hundreds of women bearing signs calling for everything from higher wages and jobs for all to better schools and voting rights. Many are union members. Female domestic and agricultural workers, the backbone of Southern activism since the 1955 Montgomery Bus Boycott, also marched, at a time when federal law excluded them from minimum wages, Social Security, and from union-organizing protections.

Those photographs are testament to the role of women workers in organizing public protests. One thread running through all of these major 20th-century marches is the way civil justice issues involving race, gender, jobs, wage equity, and immigration all tended to intertwine. In the wake of the bitter election of 2016, post-election analyses have focused disproportionately on “the white blue-collar worker,” “the middle class,” or “the 1 percent.” Overlooked are the economic security and job concerns of Latina, black, and other women who toil in service, agricultural, and manufacturing jobs, at wages so low they qualify for food stamps. Such women would be devastated by the social-services restructuring proposed by GOP House Speaker Paul Ryan, of Wisconsin.

As women and men march on Washington once again, the demonstrations of 1913, 1932, 1941, and 1963 hold important lessons. The outward show of “unity” at the Woman Suffrage Procession masked its racism. The 1932 Bonus Army March speaks to the potential for diverse groups to come together in the face of extreme adversity—just as progressives are unifying today in the face of Trump. The 1941 march illustrated how organizing for a demonstration can plant the seeds for a sustained movement. And the solidarity celebrated in 1963 hid the relegation of women leaders to second-class citizenship. Ideally, the Women’s March on Washington will both avoid some of these pitfalls and help women forge new alliances that will last well beyond the event itself.

A lively, often surprising, narrative history that chronicles the adventures of Wonder Woman, the comic strip devoted to her prowess, and Marston, the man who imagined her, in the center of the struggle for women’s rights in the U.S.

Margot Mifflin, The Blue Tattoo: The Life of Olive Oatman (2011).

In 1851, the 13 year old Oatman was part of a Mormon family traveling west. She was captured by the Yavapai Indians and then traded to the Mohave, who adopted her. The book tells her story and provides some valuable context on the various Mormon sects, the tensions and troubles faced by American Indians in the face of American expansion, and how one young woman experienced it all.

Think you know who Rosa Parks was? Jeanne Theoharis’s biography will change your understanding of the woman who became famous for triggering the Montgomery Bus Boycott in 1955 when she was “too tired” to relinquish her seat on a city bus to a white passenger. The book tells you the real story of Parks’s militant activism from the 1930s to the 1990s and her frustration with being recognized as a symbol, not a leader.

The book is a re-examination of the League of United Latin American Citizens, the longest running Mexican American civil rights organizations.  Orozco is a well-known historian who incorporates women and gender in her histories of Mexican Americans.  In this instance, women are placed at center stage in the cause for equal rights and dignity.

In 1868, the state of Georgia began to make its rapidly growing population of prisoners available for hire. The resulting convict leasing system ensnared not only men but also African American women, who were forced to labor in camps and factories to make profits for private investors. In this vivid work of history, Talitha L. LeFlouria draws from a rich array of primary sources to piece together the stories of these women, recounting what they endured in Georgia’s prison system and what their labor accomplished. LeFlouria argues that African American women’s presence within the convict lease and chain-gang systems of Georgia helped to modernize the South by creating a new and dynamic set of skills for black women. At the same time, female inmates struggled to resist physical and sexual exploitation and to preserve their human dignity within a hostile climate of terror. This revealing history redefines the social context of black women’s lives and labor in the New South and allows their stories to be told for the first time.

An award-winning cultural history of the African American women who were variety performers on chorus lines, in burlesques, cabarets, and vaudeville from 1890 to 1945. Despite the oppression they experienced, these women shaped an emerging urban popular culture. They pioneered social dances like the cakewalk and the Charleston. It is an ambitious view of popular culture and the ways in which women were integral to its definition.

Bruce Hunt and Megan Raby recommend:

Kimberly Hamlin, From Eve to Evolution: Darwin, Science, and Women’s Rights in Gilded Age America (2014)

While there is an enormous literature on the reception of Darwin’s evolutionary theory, this is the first book to examine the responses of women. This book is a lively account of how ideas about human evolution figured in debates over women’s rights in the late 19th century, by a recent UT American Studies PhD.

Megan Seaholm recommends:

Jennifer Nelson, More Than Medicine:  A History of the Feminist Women’s Health Movement (2015)

Nelson provides an excellent addition to the growing literature about the women’s health movement that began in the 1960s.  She concentrates on reproductive health and reproductive rights from abortion referral services organized before Roe v. Wade through the National Black Women’s Health Project organized in 1984.  This is a good read and an important contribution.

Mark Lawrence recommends:

Elaine Tyler May, Homeward Bound:  American Families in the Cold War Era (1990)

Elaine Tyler May examines the resurgence of traditional gender roles in the years after the Second World War, arguing that a desire to enjoy postwar prosperity and to escape the dangers of the nuclear age drove Americans back to conventional norms.  The book brilliantly blends women’s, social, political, and international history.

Judith Coffin recommends:

Nancy Cott,  Public Vows : A History of Marriage and the Nation (2000)

The changing stakes of marriage for the nation and for men and women — gay and straight. Readable, smart, and connected to the present. Nancy Cott helped write several amicus (friend-of-the-court) briefs in the marriage cases before the Supreme Court.

A Historian Reads Machiavelli

image“I judge that it might be true that fortune is arbiter of half of our actions, but also that she leaves the other half, or close to it, for us to govern. And I liken her to one of these violent rivers which, when they become enraged, flood the plains, ruin the trees and the buildings, lift earth from this part, drop in another; each person flees before them, everyone yields to their impetus without being able to hinder them in any regard. And although they are like this, it is not as if men, when times are quiet, could not provide them with dikes and dams so that when they rise later, either they go by a canal or their impetus is neither so wanton nor so damaging.”

Machiavelli offers many kinds of advice to the modern prince: manipulate fear, spread benefits among the population, seek broad counsel, and take strategic risks. He envisions a strong and wise leader who protects the interests and freedoms of his people. Machiavelli also hopes that the modern prince will employ ambitious, experienced, and intellectual advisers, like himself.

For historians and our students, there are also many valuable passages in Machiavelli. Among them, Machiavelli’s reflections on the struggle between fortune and will – what historians often call “structure” and “agency” – are particularly worthwhile. The Florentine thinker describes the historical tectonics that even the most powerful figure cannot resist: shifts in military capabilities, economic advantages, and basic human demography. These historical tectonics are not deterministic, but they are too powerful and too dependent on past actions for anyone to change them in the short term. The prince must understand context and adjust. This is basic historical humility.

Machiavelli combines this humility with a clever recovery for greatness in human agency. Amidst the historical tectonics of any time, there are spaces where choices can have a huge effect. Machiavelli’s Florence could not turn back the rise of French military and economic power, but it could reorganize itself and nurture qualities (“virtues”) to prepare for the actions of the powerful monarchy in the north. Leadership, for Machiavelli, came from studying the historical tectonics, anticipating what they would mean for the future, and identifying choices that could improve preparation. He knew that sixteenth-century Florence’s strategic options were limited, but he also saw ways that the leaders of the city-state could maximize benefits and limit suffering with forward-looking decisions. To look forward, however, meant understanding how the future would likely emerge from the trajectory of change starting in the past.

We study history, among other reasons, because it helps us as citizens to understand the forces that shape our lives and identify how we can make a difference. Every successful person that I have met, in any field of endeavor, has reflected on what Machiavelli called the fundamental struggle between fortune and will. It is unresolvable. It is not susceptible to mathematical formulas, simple principles, or glib models. It is a timeless struggle, but it is different with every person and in every moment. We study history so we can decide for ourselves how we see our place and purpose in a historical continuum that rushes before our eyes, where we are hoping, at best, to catch a good wave.
